slu\u017ebami<\/h4><p>V s\u00fa\u010dasnosti je ten najvhodnej\u0161\u00ed \u010das zaobera\u0165 sa ot\u00e1zkami bezpe\u010dnostn\u00fdch a spravodajsk\u00fdch slu\u017eieb. Po udalostiach z 11. septembra 2001 v USA a po teroristickom \u00fatoku v Madride 11. 3. 2004, mnoh\u00ed z t\u00fdch, ktor\u00ed s\u00fa zodpovedn\u00ed za doh\u013ead nad spravodajsk\u00fdmi slu\u017ebami v parlamentoch a exekut\u00edve s\u00fa v s\u00fa\u010dasnosti zaanga\u017eovan\u00ed do vy\u0161etrovania t\u00fdchto slu\u017eieb a sp\u00f4sobov, ak\u00fdm politick\u00ed l\u00eddri nar\u00e1baj\u00fa so spravodajsk\u00fdmi inform\u00e1ciami. Pred v\u0161etk\u00fdmi, ktor\u00ed sa podie\u013eaj\u00fa na doh\u013eade nad \u0161peci\u00e1lnymi slu\u017ebami, nielen poslancami parlamentov a zodpovedn\u00fdmi ministrami ale vr\u00e1tane s\u00fadnictva a (vo vo\u013enej\u0161om slova zmysle) m\u00e9diami a organiz\u00e1ciami ob\u010dianskej spolo\u010dnosti, stoj\u00ed ne\u013eahk\u00e1 \u00faloha. Pri dodr\u017ean\u00ed rovnov\u00e1hy medzi z\u00e1v\u00e4zkami bezpe\u010dnosti a demokracie, musia pos\u00fadi\u0165, \u010di n\u00e1vrhy spravodajsk\u00fdch slu\u017eieb s\u00fa opr\u00e1vnen\u00e9 v zmysle zefekt\u00edvnenia t\u00fdchto slu\u017eieb na jednej strane, pri dodr\u017ean\u00ed ich zodpovednosti a pr\u00e1vneho poriadku na strane druhej.<\/p><h5>Medzin\u00e1rodn\u00fd konsenzus<\/h5><p>V s\u00fa\u010dasnosti rastie medzin\u00e1rodn\u00fd konsenzus v ot\u00e1zke demokratick\u00e9ho doh\u013eadu nad spravodajsk\u00fdmi slu\u017ebami. Medzin\u00e1rodn\u00e9 organiz\u00e1cie, ako Organiz\u00e1cia pre ekonomick\u00fa spolupr\u00e1cu a rozvoj (OECD)<sup>1<\/sup>, Organiz\u00e1cia spojen\u00fdch n\u00e1rodov (OSN)<sup>2<\/sup>, Organiz\u00e1cia pre bezpe\u010dnos\u0165 a spolupr\u00e1cu v Eur\u00f3pe (OSCE)<sup>3<\/sup>, Parlamentn\u00e9 zhroma\u017edenie Rady Eur\u00f3py (PACE)<sup>4<\/sup>\u00a0a Medziparlamentn\u00e1 \u00fania<sup>5<\/sup>\u00a0jednozna\u010dne uzn\u00e1vaj\u00fa, \u017ee spravodajsk\u00e9 slu\u017eby by sa mali podrobova\u0165 povinnosti demokratickej zodpovednosti. Tabu\u013eka 1 pod\u00e1va \u010fal\u0161\u00ed preh\u013ead noriem a \u0161tandardov doh\u013eadu nad bezpe\u010dnostn\u00fdmi a spravodajsk\u00fdmi slu\u017ebami, prijat\u00fdmi region\u00e1lnymi a glob\u00e1lnymi medzin\u00e1rodn\u00fdmi organiz\u00e1ciami.<sup>6<\/sup><\/p><h5>Demokratick\u00fd doh\u013ead: R\u00f4zne in\u0161tit\u00facie a \u010diniteli<\/h5><p>Demokratick\u00e1 zodpovednos\u0165 spravodajsk\u00fdch slu\u017eieb si vy\u017eaduje exekut\u00edvnu kontrolu a parlamentn\u00fd doh\u013ead ako aj vstupy ob\u010dianskej spolo\u010dnosti. Celkov\u00fdm cie\u013eom je izol\u00e1cia bezpe\u010dnostn\u00fdch a spravodajsk\u00fdch slu\u017eieb od politick\u00e9ho zneu\u017eitia bez izol\u00e1cie od exekut\u00edvneho riadenia.<sup>7<\/sup>\u00a0Bezpe\u010dnostn\u00e9 a spravodajsk\u00e9 slu\u017eby musia reagova\u0165 na potreby \u013eud\u00ed prostredn\u00edctvom ich volen\u00fdch predstavite\u013eov, t.j., volen\u00fdch civilov v kabinete a parlamente, ktor\u00ed steles\u0148uj\u00fa prevahu politickej kontroly nad bezpe\u010dnostn\u00fdmi a spravodajsk\u00fdmi slu\u017ebami.
